I am a novice computer DOS user who has always had a WIN O.S. to use. I reciently had to format my hard drive with the help of a friend, but now I cant get my computer to recognize my cd/dvdrom, which runs off the USB port. My friend and I found a generic DOS based cdrom driver prog, but I cant get the computer to recognize the USB port. I need help please.

Windows 98 does not need a DOS USB driver, it needs a Windows 98 USB driver.
This should be posted in the Windows 9x Forum.
Your DVD drive came with the USB driver for Win98 on a CD.

Reread your post. Are you saying that you cannot install Win98 ? Ok you need to set up the usb driver on the boot floppy. What driver are you trying to set up ? Like for DUSE config.sys would be :
device=a:\himem.sys devicehigh=a:\emm386.exe dos=high,umb
and those drivers (himem.sys and emm386.exe) would need to be on the floppy. Then autoexec.bat would be :
duseldr a:\duse.exe MSCDEX /D:USBCDROM /S /M:15 /V
and duseldr.exe, duse.exe and mscdex.exe would need to be on the floppy.

There are a bunch of USB DOS drivers. You need to do a web search.
The drivers which work for me are:
device = \util\aoatapi.sys /D:oemcd001 devicehigh = \util\USBASPI1.SYS /v devicehigh = \util\DI1000DD.SYS
